Per CIP-0105 (SV Locking) guidelines, several SVs have verified Tier 1 eligibility by demonstrating funding above the 70% threshold via their locking PartyIDs. This proposal aims to increase the GSF minting weight by 2.5 (from 185_6000 to 188_1000 basis points), accounting for the Elliptic (CIP-0044, 0.5) and Ledger (CIP-0069, 2) weights. If one or more of these SVs update their locking balance, we may ask to cancel/reject this proposal and replace it with a new proposal with the same effectivity.

MPCH is trying to reonboard and reset the existing node. So offboarding to reduce impact of a failed node until the reonboarding succeeds. This does not block the current reonboarding attempt. Effective at threshold to get devnet back to a better state quickly.

According to CIP-0086, ChainSafe has a max weight of 5. The actual weight awarded according to the announcement https://lists.sync.global/g/tokenomics-announce/message/295 is 1.95 out of 3. This vote is to increase FiveNorth weight by 1.95 (from 24_0500 to 26_0000 basis points).

Implement CIP-0107 - 24 hour submission delay for Canton Coin Transactions -- by adopting the Daml models introduced in Splice 0.5.16. This CIP supports a 24 hour submission delay between preparing and execution for all CC end-user transactions. Specifically this applies to all token standard operations making CC fully compliant with the token standard as well as the CC specific public actions of creating, renewing, and archiving preapprovals, purchasing traffic, and tapping funds on DevNet.

The actual weight awarded according to the announcement https://lists.sync.global/g/tokenomics-announce/message/295 is 1.95 out of 3, thus the remaining weight to be in escrow is now 2. This vote is to increase FiveNorth weight by 2 (from 14_0500 to 16_0500 basis points). 5N is hosting escrow for ChainSafe. These proposals are treated as bug fixes and set to take effect at the threshold.

Following CIP-0100, "the foundation controls a special party called the “development fund manager” (dfm) that is specified in the Splice/Amulet models and set as part of the Super Validator governance process.". This proposal changes a test DFM party to (dfm-2::122054c922ad4564a6a428f72e9122b5632d4b74c518f2519afbdc2313ac2dbe8750) to perform the second practice on the DevNet.

Following CIP-0100, "the foundation controls a special party called the “development fund manager” (dfm) that is specified in the Splice/Amulet models and set as part of the Super Validator governance process.". This proposal sets a test DFM party (dfm-1::12209760711265985cd6a6c35f1edc83be63025bdccd30b373f7a07a4b7e56285635) to practice the full process on the DevNet.

CIP-0073 and CIP-0096 introduce the idea of a minting delegation contract. Minting delegation contracts make it possible for an external party to assign a Validator operator party that will submit a transaction that takes reward coupons assigned to the external party and mints them into Canton Coin owned by the external party, directly in an external wallet controlled by that external party. CIP-0073 introduced this concept as part of an idea called "weighted liveness rewards". Since all liveness rewards were subsequently removed by CIP-0096, CIP-0073 was replaced. However, CIP-0096 retains the concept of minting delegation introduced by CIP-0073. The implementation of minting delegation is complete and introduced by the Splice wallet dar version 0.1.16.

According to CIP-0093, Bosphorus SV (BSV) is approved as an SV of max Weight 6. The voting proposal is to increase 5N minting weight by 6 (from 3_0500 to 9_0500 basis points). 5N is hosting escrow for BSV.

According to CIP-0102, Tharimmune, Inc. is approved as a Weight 4 Ghost Super Validator. The voting proposal is to increase MPCH SV weight from 10.0 to 14.0 to reflect hosted SV weight.

Daml models from Splice 0.5.7, to implement CIP-0082: This CIP ratifies the creation of a Development Fund equal to 5% of all future CC mint emissions, allocated to a Foundation-governed Fund. The Fund exists to sustain long-term investment in the Canton protocol (core R&D, dev tools, security, audits, reference implementations, DeFi app(s) liquidity seeding, critical infra). The fund is prospective (no retroactive allocation) and is taken pro-rata from all issuance streams so that every pool contributes, reflecting that everyone benefits from protocol investment.

Cap maximum per-transaction Application Reward (“App Reward”) of $1.50, as per CIP-0098. Uncapped App Rewards create outsized and asymmetric incentives during periods of low network activity. This proposal aligns rewards more closely with fee generation by ensuring that each App transaction can produce, at most, a 50% positive expected value relative to the fees it generates when the network is below Validator and Application equilibrium. This change is a ledger configuration update—requiring no code changes—and can be activated immediately upon approval.
